In addition to maintaining bacterial control, electron beam

Packaging, and in some cases, the product are enhanced with
electron beam processing (irradiation). The FDA views cross-linked
plastics as unchanged and unadulterated, since no physical change
is made either to the resin or in the finished package.

The only difference is in the protocol of experiments and testing
required by the FDA in order to qualify as a sterilized product.
